either way you should ALWAYS treat any gun as if it is loaded. This is just a very sad example of some dipshit getting way to comfortable with his firearm. And in the situation he was in he should've been doing everything by the book he could have shot someone else that would've been tragic.

In this case I think he's just a fucking dumbass. When you're in a room full of children, whether the gun is loaded or not, you turn the safety on. It's common sense.Or mabey they were just trying to scare children into avoiding guns altogether. Sadly, that's a more believable explanation for me nowadays.
